项目摘要

平成6年度においては、平成6年度科学研究費補助金奨励研究(A)の助成を受け、世界規模のコンピューター通信ネットワークであるインターネットを利用して全国・全地球規模で活動を行っている市民活動グループを主な研究対象として、参与観察とアンケート調査をもとに実態調査を行った。そして、この実態調査を通じて、日本における電子ネットワーキング(:コンピューター通信ネットワークを媒介としたオルタナティブな社会の構築をめざす市民による代案提示問題解決活動)の現状として明らかになったのは、次のことである。まず、1980年代後半から、日本国内においては、三つの電子ネットワーキングの流れがあることがわかった。つまり、NIFTY-Serve、PC-VANといった大手商用コンピューター通信ネットワークの中での全国規模の電子ネットワーキング、草の根BBSとしての地域に根ざした電子ネットワーキング、また、インターネットを利用したグローバルな市民同士の連携を志向する電子ネットワーキングである。そして、これらは、現在、独自に活動を展開しながら、連帯関係を形成しつつあるが、しかし、日本国内のこれらの電子ネットワーキングは、制度的な制約やその他の困難に直面し、海外の電子ネットワーキングに比べて明らかに後進性をもっており、それらが、十分に活動を展開し成果を上げるには、人材、活動資金、組織力等に関していくつかの乗り越えるべき課題があることが、今回の調査研究によって明らかになった。
