A Policy Study on the Effects on Financing through Changes of the Higher Education System

在改善教育制度方面，有必要讨论筹资问题。另外，关于高等教育成本的社会支付主体问题的实证研究也不多见。从“教育经济学”的角度，阐明高等教育政策制定的条件。我们的研究集中在以下四个重要问题：1）公共和私人部门在大学建立中的角色变化。2）家庭是否应该比以往更多地支付学生的费用？3)私立大学作为非营利组织。非营利组织的一些特点对思考民办高校的管理有一定的借鉴意义。4）筹资与学术政策、研究生院制度的关系。

In terms of improvement of the educational system, it is necessary to discuss financing aspect. Otherwise, there is few positive studies such that who should pay the cost of higher education in the society. From the view point of "economics of education", we aims to clarfy some conditions to make policy on the higher education. Our research focuses on four important problems as follows.1) Changes of the role of public and private sector in relation to foundation of institutes.2) Should households pay the fee of student much more than ever?3) Private universities as NPOs. Some features of NPO will be very usefull to think about management of private universities better.4) Relations between financing and academic policy, institution of graduate schools.
