生活の真の豊かさの実現が叫ばれている昨今の我が国は,情報通信網に代表される新社会資本の整備および整備新幹線のフル規格への変更等,ソフトおよびハードな社会資本整備が急務である.しかし,このような社会資本の資源配分については,政策判断の基準になる社会厚生指標の存在が不可欠になるものの,そのような指標が有効,かつ,簡便な方法論で提示されているとはいえない.一方,財政学の分野では租税の厚生費用の測定に関する分野より発展したAllais-Debreu-Diewert指標(以下,ADD指標)は,理論的に優れているとの主張がある(Allais(1977),Debreu(1951)(1954),Diewert(1983)(1985a)).ここで.ADD指標とは,『社会資本の価格設定,或いは,供給水準が最適解から乖離しているとき,現在の資源,生産技術および消費者の効用を維持するという条件の下で最適化された場合に,追加的に生産可能な財の量(ニュメレール)を貨幣タ-ムで表現した指標』として定義される.さらに,ADD指標を算出する際には厳密な均衡計算を行う必要があるものの,ADD指標の第二次近似値(以下,ADD近似値)は,現在の市場から観察し得る局所情報のみで計測が可能であるという長所を有する.しかし,この分野の研究は理論研究に留まっており,ADD近似値の計測精度およびその実証的有用性については明らかにされていない.そこで,本研究では簡便な指標であるADD近似値の有効範囲とその限界を定量的に明らかにすることを目的とする.そのため,まず,第1に,二地域一般均衡モデルを構築し,既存の理論研究においても触れられていなかった人口移動を考慮した場合のADD指標およびADD近似値の導出を行う.また,第2に,実証分析として,我が国の交通関連資本整備がもたらした厚生損失を計測し,ADD指標およびADD近似値の計測精度を示す.以下に,本研究で得られた知見を示す.(1)二地域一般均衡モデルを構築し,交通関連資本整備に関する実証分析を行うことにより,ADD指標およびADD近似値を定量的に計測した.(2)交通資本サービス供給のための費用関数のパラメータに関する感度分析を行うことにより,ADD近似値の有効範囲を定量的に明らかにし,ADD近似値は社会厚生指標として有用性が高いことを示した.
