近年の交通計画の分野では,環境・エネルギー政策のための自動車コントロールのように,自己の効用を多少犠牲にしても公共の利益を優先するような行動規範を消費者が求められている。このような場合,「自分だけが強力的行動をして損をし,他人がフリーライダーになって徳をするのではないか」という意識が強く働き,個人の効用最大化だけに基づく行動記述モデルでは,様々な政策に対する人々の行動予測が難しい。本研究は,交通需要者間の相互作用を明示的に考慮した行動モデルを構築し,近年の交通政策やその他の環境政策を支援する有効な分析手法を提供することを目的とした。本研究では,ゲーム論的な「他者の行動を考慮した最適戦略」という考え方を,ランダム効用理論に基づく離散型選択モデルに応用した,個人の選択行動により焦点を当てたモデルの開発を行った。ここでは,自分の満足度は自分からみる他人(準拠集団)の満足度から影響を受けると考え,選択行動の基礎となる効用値を自分の尺度で計測した他者の効用値との相対的な値によって表すことにした。また,準拠集団と自分を比較する際に上方比較及び下方比較があると考えられ,それぞれの場合に対応する準拠集団の代表効用指標をシェア型ログサム変数として表した。また,個人の行動は社会的規範に大きく影響を受けると思われ,アンケートに現れる社会的規範に関する主観的な回答値をLISRELモデルを用いて個人の持つ潜在変数として表現した。そして,これらの準拠集団の効用値と社会的規範に関する潜在変数を用いた選択行動モデルを作成した。さらに,自動車利用抑制政策に関するアンケート調査を行い,開発したモデルをこの回答結果に適用し,提案した方法論の有効性を確認した。

This is the case when the degree of self-determination is sufficient to measure the degree of self-determination and the degree of influence of others (quasi-groups), and when the degree of selection is sufficient to measure the degree of influence of others. For example, when comparing the upper part and the lower part of the quasi-group, the representative index of the quasi-group is used for comparing the upper part and the lower part. The individual's behavior is influenced by social norms, and the individual's behavior is influenced by social norms. In addition, a selection and action model is developed that uses potential variables related to the effectiveness of these quasi-groups and social norms. In the course of the investigation of the automobile utilization control policy, the results of the investigation were developed and the validity of the proposed methodology was confirmed.
