Sociological Study of Health and Welfare Programs for the Eldrely.

本研究以地方政府为研究对象，以探讨过去三年中，老年人健康与社会福利政策的执行情况。研究结果表明：（1）地方政府在卫生与社会服务方面存在差异。规模较小的地方政府在政策实施上存在较大的困难，而规模较大的地方政府则存在专门的养老院短缺和等待名单变长的问题。(2)资金、场地、人力等问题，都是导致这一政策迟迟不能实施的原因。问题是地方政府是否认真了解居民的需求，尽一切努力改善卫生和社会服务，并准备增加责任和费用。上述问题是造成地方政府间政策进展差异的因素。此外，我们还在秋田的高之洲町和山形的西川町进行了案例研究。我们在两个城市中发现，在市长的领导下，在工作人员对老年人数量增加的积极态度下，他们正在紧急响应居民的需求。

Our study targetted the local governments in order to investigate how much the health and social welfare policy for the aged was practiced in last three years. Our findings are as follows : (1) There are differences in health and social service between local governments. The smaller local governments have more difficulties to put the policy into practice, and the larger governments have problems of shortage in special nursing home for the aged and the waiting lists get longer. (2) The problems of flnance, site for a building and manpower all lead to delay in practice of the policy. The question is whether local governments seriously understand the residents' needs and make every effort to improve the health and social service, with preparation for increase in responsibility and expense. The problems mentioned above are factors that create differences in progress of the policy between the local governments.In addition, our case studies have been done in Takanosu-cho in Akita and Nishikawa-machi in Yamagata. We found in two municipalities in common that they are urgently reacting the residents' needs under the mayers' leadership and the staffs' positive attitudes towards an increasing number of the aged.
