A study on the Application of Public Involvement for the Infrastructure Development

近年来，许多基础设施发展项目在项目规划和实施过程中高度重视公众参与，以避免公民和开发商之间的冲突。但是，不同类型的项目（全国性项目、区域性项目、城镇项目、长期项目、短期项目等）的公民感知是不同的。本研究的目的是利用国家道路建设五年计划的“启动报告”、“中期报告”和最初进行的调查的数据，了解公民对道路建设的看法。通过不同的调查方法，如自由意见风格、固定意见风格，得到的公民回答没有显著差异.如果让市民直接支付额外的费用，他们就不喜欢新的开发项目。《启动报告》的范围扩大，为公民提供了广泛的选择。但到了“中间报告”阶段，范围就大大缩小了。因此，先进行“启动报告”，然后进行“中间报告”的程序在逻辑上是适当的。本研究亦尝试以抽样理论来计算市民调查所需的样本量。

Recently, many infrastructure development projects has placed a high emphasis on public involvement during project planning and implementation to avoid the conflict between the citizens and developers. However citizens perception were different in different types of projects (nationwide project, regional project, town project, long term project, short-term project, etc.). It is important to make a standard guidelines to apply the public involvement technique for these cases.The aim of this study is to understand the citizen's percepation by utilizing the data of "Kick-off Report" that was collected to make the national 5-year plan for road construction, "Intermediate Report" and the survey that was conducted originally.The result of this study is presented as follows ;1. There is not so difference in citizen's answers obtained through different survey methods, such as free opinion style, fixed opinion style.2. Citizens do not prefer the new development if they are supposed to pay the additional cost directly.3. The "Kick-off Report" was broaden in scope in terms of providing wide range of choices to the citizens. However, at the stage of "Intermediate Report", the range is narrowed down considerably. Therefore the procedure of conducting "Kick-off Report" first and "Intermediate Report" next was logically appropriate.4. This study also made an attempt to workout the required sample size for citizen survey as presented by sampling theory.
