現在, 不適切な施設配置, 宿泊施設等の老朽化, 旅客数の減少や後継者不足による廃業等により, かつての魅力を失い, 入込客数が減少している衰退観光地が多数存在している.これらを再生させ, 魅力的かつ持続可能な観光地するためには, 現状を正しく把握し, 再生に向けた制度設計を行っていく必要がある.また, 学術研究においては, 可能な限りデータを使用し, 比較分析等の実証研究を行うことにより, 再生に向けた基礎的な情報を得ることが必要不可欠である.そこで, 本研究では, 観光地入込客数の変化に関する時系列分析を行い, 衰退観光地の代表例である温泉地を対象とし, 衰退要因についての分析を行った.そして, その分析結果を踏まえ, 観光地再生を困難にしている理由や, その解決策等について検討を行った.

At present, inappropriate facilities, accommodation facilities, etc. are aging, the number of tourists is decreasing, the number of tourists is insufficient, the charm of tourists is losing, the number of visitors is decreasing, and the majority of tourists are declining. This is a regeneration, a charm, a possibility, a status quo, a regeneration, a system design, a necessity. Academic research is necessary to obtain basic information, such as practical research, comparative analysis, etc. In this study, we analyzed the time series of changes in the number of tourists entering the city, and analyzed the representative examples of declining tourist sites. The analysis results show that the reasons for the difficulties in regeneration are obvious, and the solutions are discussed.
