当初は,政策提案前の(協力ゲーム的な)調整過程とその後の(非協力ゲーム的な)他のプレーヤとの駆引きという,政策決定過程の二段階モデルを考えていたが,制度改革という政策を例に考えると,政策過程全体は,価値観や慣習が徐々に自生的に変化する進化ゲーム的な変化の中に意識的短期的な制度設計としての制度改革が包含された過程であることが明らかになってきた。狭義の制度は「ゲームのルール」と考えられ,制度改革は所与の目的を達成するためにゲームのルールを変える,メカニズム・デザインと呼ばれる技術的な問題である。しかし,制度改革には動機が必要であり,動機の背景にあるのは,自生的長期的「進化ゲームの均衡」としての慣習や社会的価値観である。自生的長期的均衡へ至る進化ゲームは,各プレーヤがステージ・ゲームで学習というゲームを繰り返しながら,徐々に均衡に収束するゲームである。しかし制度改革とはゲームのルールの変更を意味し,したがって,プレーヤ集合,戦略集合,利得,というゲームのルールは不連続に変化する。このように,ルールの固定性という従来の仮定では捉えられないプロセスを,その仮定を捨てた新たなゲームでモデル化する試みが進んでいる。本研究では,こうしたゲーム理論の最新の成果を使って,意識的短期的制度改革と自生的長期的制度変化を体系的に理解するとともに,両者を繋ぐメカニズムの理論的可能性を検討し,そこから得られる制度改革についての政策的含意を探った。
