公設型学習塾をめぐる日本型公教育の再編課題の検討―学校と学習塾の関係に着目して―

项目摘要

現在、戦後日本の学校を中心とする公教育の仕組みである「日本型公教育」に変容が生じており、公教育の構造の問い直しと再編に関する課題の検討が活発に進められている。本研究では、個人や民間ではなく自治体が設置した学習塾である「公設型学習塾」を対象に、学校と学習塾の関係に焦点を当てて、事例研究によって日本型公教育の変容の動態と再編課題を検討し、新たな公教育の形態を探究することを目的とする。この研究目的を達成するため、①学校と学習塾の関係に関する理論枠組みの構築、②学校と学習塾の関係変容の動態に関する事例分析、③公設型学習塾をめぐる日本型公教育の再編課題の検討の3つの研究課題を遂行する。2022年度の主な研究の成果は次の2点である。1つ目は、事例研究に関する論文執筆と学会発表である。本研究で対象としている公設塾について、特に北海道の動向を地方公立高校の存続と関連させて検討し、その成果が雑誌論考として刊行された。また、事例の一つに挙げている北海道白糠町「久遠塾」の実践について詳しく分析・検討したものを学会や研究会で発表し、論文化や総合考察に向けた助言を受けた。2つ目は、事例研究に関する調査と状況整理である。同じく事例の一つに挙げている北海道鹿追町「鹿追町オンライン公設塾」の実践について調査や観察を行い、論文執筆や学会発表に向けた準備を進めた。これに関連して、学校と学習塾の関係について検討を深めるため、北海道鹿追高等学校の実践について調査や観察を同時並行で行い、その成果を論文として公開した。以上の内容は、人口減少や過疎化といった現代社会の転換と密接に関連した公教育の新たな動向であり、その実態を把握・検討することは、今後の社会や公教育のあり方を考える上でも重要と言える。引き続き、現地に訪問しながら公設塾・学校・地域などの実態に即した研究の成果を積み重ねていきたい。

The research and development of the topic of "Japanese-style public education" in the development of the school system, the reform of the public education system, and the reform of the public education system. This study focuses on the relationship between schools and learning schools, discusses the dynamics of Japanese public education, and explores the new forms of public education. To achieve this research goal,(1) the theoretical framework of the relationship between school and learning,(2) the case analysis of the dynamic relationship between school and learning,(3) the axiomatic learning, and (4) the review of the Japanese public education recompilation project. The main research results of 2022 are two points. 1. Case study, paper writing, and presentation. This study aims at exploring the relationship between local public colleges and universities, especially in Hokkaido. A case study of the implementation of the "Jiuku" in Shirakawa-cho, Hokkaido, was conducted in detail. 2. Case study related to investigation and sorting out. One example of the same thing is the investigation and observation of the actual practice of the "Luzhuicho Oninraninen Axiom School" in Luzhuicho, Hokkaido, as well as the preparation for the writing of papers and the presentation of the society. The relationship between schools and schools is discussed in depth, and the results of the survey are published in parallel at Hokkaido Deer Chase High School. The above contents are important remarks on the new trend of public education, the current situation and the future direction of public education in modern society due to population shortage and over-development. The results of the study were accumulated in the fields of science, education and geography.
