今年度は、1945年-1949年の言論自由化政策と民主化論が国連の活動とどのように関連していたのか(1)、当該時期の言論界においてどの程度の政府批判が許容されていたのか(2)について分析した。これらの研究作業から得られた知見は、次のとおりである。1、1944年春に始まった国際報道自由運動はアメリカ新聞編集者協会の活動を通じて全世界に波及し、その理念は第二次世界大戦後に発足した国連に受け継がれた。国連人権委員会は新聞・報道の自由のあり方をめぐって議論を重ね、1948年春の国連報道自由会議で一つの合意に達した。しかし、同会議において、報道の自由を重視した西側諸国と自由に対する責任を重視した東側諸国とが対立し、その後、国連による報道自由化政策は遅々としてすすまなかった。この間、戦後国民党政権は、当初こそ戦後五大国の一員として西側の報道自由化論に同調していたが、米ソ冷戦と内戦の悪化によって次第に統制政策へと逆戻りしていった。1948年春の国連報道自由会議において、戦後国民党政権は、アメリカ・イギリスの報道自由化政策に共感しつつも、英米メディアによる市場の独占と共産主義勢力の宣伝活動に対する警戒心から、「責任をともなった自由論」と統制の必要性を次第に主張するようになった。2、戦時統制が解除された戦後言論界において、辛辣な政府批判が新聞の「副刊」欄や大衆娯楽紙(誌)上にしばしば掲載されていた。その代表的存在が、自由主義者が結集した雑誌『観察』(編者:儲安平)であった。同誌は、戦後国民党政権の対米政策・金融経済政策・民主化政策に対して時として厳しい批判を加え、それ故に広範な読者層を獲得していた。同誌は、言論統制が再強化されていく1948年12月に停刊処分を受けることになった。
