以前研究計画にも記したように、欧州統合に伴う統治構造の変化と、最近とみに顕著である英国ならびに他の諸加盟国の政党政治(政党システム)の動揺との相互関係を主題とする博士論文を執筆すべく、精力的に一次史料・二次文献を渉猟した。周知のように、ハースに由来する国際統合論アプローチは欧州統合研究において長らく中心的な地位を占めてきたが、その主たる関心は統合の最終到達地や主権国家の消滅可能性といった問題に限定されていた。ところが、欧州連合が主権国家に置き換わるものではないことが明白になるにつれ上記のアプローチは衰退し、欧州における決定過程の実像やその中における加盟国政府や地方自治体の役割を実証的に検証すべきだと主張するガバナンス論と呼ばれる立場が現在では主流となりつつある。他方、比較政治学の側からする欧州統合研究は従来立ち遅れが指摘されてきたが、マーストリヒト条約批准をめぐる各国内での論争により国内政治に統合の与える影響が誰の目にも無視できないものとなったこともあって、近年質量ともにその発展は目を見張るものがある。筆者の研究テーマはまさにこの二つの大きな潮流の合流点に位置することから、本年度はまず上述の既存研究の動向を把握することに全力を傾け、受給した科研費の大半を関連書籍の購入に費やした。その予算を捻出するため当初の予定にあった海外における一次史料収集を断念せざるを得なかったのは誠に遺憾であるが、これについては、近年インターネット経由で最新の情報・史料を入手する二とが可能となったおかげで、コンピューター周辺機器への若干の投資もあり、かなりの程度までは埋め合わせに成功したのではないかと自負している。それほど遠くない将来、博士論文の完成によって科研費受給の成果を社会に示すことが出来るであろう。
