Approval factor of electric power industry by public management in mountain village before World War II

本研究的目的在于厘清第二次世界大战前山村公共管理对电力工业的认同因素，在目前的研究结果中，市政府对电力工业的管理没有评估，因为管理者没有电力工业的收入。但是，这种观点是错误的。我研究了岐阜县的市政府对电力产业的审批程序。岐阜县的市町村明确了电力产业的两种类型，第一种是为了发展地区工业而在早期建立的电力产业。在岐阜县，电力工业是由市政府管理的，主要用于丝绸业和陶瓷业。第二种是电力工业，是为地区发展而建立的。所有这些类型都不具有落后性。在宫村，电力工业得到了地方财产和居民自治的认可。

The purpose of this research is to clarify the approval factor of electric power industry before World War II by the public management of the mountain village.In the result of a current research, the management of electric power industry by the municipality is not assessed.Because, the manager does not have earning by electric power industry. However, the view was wrong.I researched the approval process of electric power industry by the municipality in Gifu Prefecture. It was clarified that there were two types of electric power industry by the municipality in Gifu Prefecture.The first type is electric power industry established for the development of industry in the region at early time. In Gifu Prefecture, electric power industry was managed by the municipality for the silk-reeling industry and the pottery industry.The second type is electric power industry established for the development of the region at late time. All of this type do not have backwardness. In Miya-village, electric power industry had been approved by the property in the region and resident's autonomy.
