1.1964年から1999年までの8時点(1964年、1969年、1975年、1981年、1985年、1991年、1995年、1999年)について、OECD加盟18カ国の年金制度を対象に、制度の給付と受給にかかわる諸側面を抽出して、そこから制度の特徴を把握するための指標(尺度)を作成しデータベース化した。18カ国とは、オーストラリア、オーストリア、ベルギー、カナダ、デンマーク、フィンランド、フランス、ドイツ、アイルランド、イタリア、日本、オランダ、ノルウェー、ニュージーランド、スウェーデン、スイス、イギリス、アメリカである。指標を作成する際に用いたデータは、給付水準の上限、給付水準の下限、年金制度の給付構造(1階建て、又は2階建ての制度か)、給付スライドの仕組み、給付単位の構造(世帯単位か個人単位か)、保険料の事業主負担に対する被保険者負担の割合である。この指標と65才以上高齢者の貧困率との相関係数を算出したところ、正の有意な関係が得られたため、この指標を「年金脱貧困化指標」と定義した。なお、これは、平成13年度に作成した「年金脱貧困化指標」の集計期間を拡張したものとなっている。2.上記のOECD加盟国のうち、社会民主主義に属する国について、「年金脱貧困化指標」の決定要因を探るため、Pooled-Time-series Regression Analysisを行った。3.1990年代以降、社会民主主義レジームにおける各国の「年金脱貧困化指標」値が低下し、その要因として、人口的要因が大きく寄与しているということが明らかになった。また、経済のグローバライゼーションの影響はそれほど大きな影響を指標値に対して与えているとは考えられないということが分かった。
