近年、我が国においては高卒労働力に対する需要の低下と、それに伴う若年層の非正規就業者(いわゆるフリーター)の増加が社会的な問題となっている。本研究は、我が国におけるこうした状況の実態、その背景となる要因を実証的に明らかにするとともに、若年層の職業への移行支援に対して、積極的な政策を導入してきた1990年代のアメリカにおける事例及びその政策評価に関する実証分析との比較から、我が国に対するインプリケーションを導くことを目的とした。平成14年度においては、以下の研究を行った。日本については、平成13年度末に行った高校卒業予定者に対するアンケート調査の分析と並行して、調査対象校の進路指導担当教員に対するインタビュー調査を併せて実施した。その分析結果から、専修学校等の中等後職業教育機関への進学が、高校の進路指導において、生徒の職業的動機付けを促す上で、重要な役割を果たしていることを指摘した。また米国については、特に短期高等教育が職業的・経済的地位達成に及ぼす効果に関する実証分析を中心とした文献調査を前年度から継続して行った。また上述のように日本における調査結果から専修学校の有用性に着目したことから、これに対応する制度として、メリーランド州の中等後職業教育機関(Private Career Schoolと称される)について、前年度末に収集した資料を用いて、設置認可等の法制度的側面およびその機能・実態等に関する分析を行った。なお日本における調査分析の結果は、学会で口頭発表するとともに紀要論文として刊行した。米国については平成15年度中に刊行する予定である
