米国のハイスクールにおける職業教育改革の展開と外部機関の位置づけと役割を、アカデミックな科目と職業教育科目との統合(以下、「統合」)に着目して明らかにすることが、本研究の目的である。具体的には、以下の2点を研究課題として設定した。すなわち、(1)1990年代以降の米国のハイスクールにおける職業教育改革の展開を明らかにすること、(2)南部地域教育連盟(以下、SREB)のHigh Schools That Work(以下、HSTW)における、ム実践校に対するSREBからの支援を「統合」の変化に対する支援を中心に解明することである。本年度の研究では主に上記(1)の解決を行った。主な研究成果は次のとおりである。(1)1990年代以降のハイスクール職業教育改革に関する連邦施策の解明である。ここでは、全米職業教育協会の発行する諸資料を中心に、2006年に制定されたカール.D.パーキンス職業教育法(以下、06年パーキンス法)の特徴を明らかにした。(2)HSTWにおける「統合」の変化を、SREBにおける資料収集と、学校改善コンサルタント(実践校に対する直接支援を担うSREB職員)に対するインタビュー調査から明らかにした。ここでは、08年7月の渡米調査においてコンサルタント(5人)にインタビュー調査を行った。具体的には、「統合」が以前よりも非常に重視され、現在ではカリキュラム開発が盛んに行われていることが明らかになった。また特にジョージア州で積極的な施策が行われていることも明らかになった。したがって、同州における職業教育施策の展開を解明するため、2009年1月に調査を行った。ここでは、州教育省担当官・同州担当SREB職員にインタビュー調査を行った。また、同州クレイトン郡学区における取組についてフィールドワークを行った。

The purpose of this study is to discuss the development of vocational education reform in the United States, the position of external institutions, and the integration of vocational education subjects (hereinafter,"integration"). Specific research topics include the following two points: (1) The development of vocational education reform in the United States since the 1990s;(2) High Schools That Work(hereinafter HSTW) in the Southern Regional Education Alliance (hereinafter SREB); and (3) the support for SREB's "integration" and transformation. This year's research is mainly on the record (1). The main research results are reversed. (1) Since the 1990s, the reform of vocational education has been related to the implementation of joint state policies. In 2006, the Vocational Education Law (hereinafter referred to as the "Vocational Education Law") was enacted to clarify the characteristics of various data centers for the development of the National Vocational Education Association. (2)HSTW's "integration" transformation, SREB's data collection, and school improvement (direct support to SREB staff in implementation) are related to the "integration" survey. In July 2008, the survey was conducted. The concrete meaning of "integration" is that it used to be very important, but now it is very important to open up and develop. The government has made positive efforts to improve the situation. A survey was conducted in January 2009 on the development of vocational education policies in the same state.
