バローニー氏の来日が11月末であり、研究開始は12月になってからであった。今年度バローニー氏は受け入れ研究者(井上真)がこれまで収集した文献を活用し、アジア諸国における参加型森林管理の制度的・政策的な特徴を解明する作業に集中した。タイでは森林管理の権限を地域社会・利用者グループへ委譲するコミュニティー林業法が制定された。ネパールでは、利用者グループに森林管理を委譲し、自給目的のみならず営利目的を含めたコミュニティー林業が実施されている。フィリピンでは、1970年代から社会林業が徐々に導入され、1995年には「コミュニティーによる森林管理(community-based forest management : CBFM)」が採用された。1970年代から数多くの社会林業プロジェクトが行われてきたインドでは、村落共同体と政府とが協力して劣化した森林を回復させ、それを保護・管理し、用益権を平等に分配するシステムである「共同森林管理(Joint Forest Management : JFM)」の概念が1990年に形成された。インドネシアでは、様々な形態の参加型林業を総称して社会林業と定義し、国有林地での林業へ地域共同体(村落協同組合)が関与する「コミュニティー林業」と、私有地での「農家林業(farm forestry)」とに区分される。1996年に初の林業法を制定したラオスでは、森林の管理や用益の権利まで村人たちに移転することを目指す「村落林業(village forestry)」が推進されている。このように、各国で様々な呼び名の社会林業が推進されていることは確かである。しかし、実際にどの程度まで地域住民が主体性をもつことができているのか、などは今後の課題である。今年度の具体的な成果としては、インドの参加型森林管理に関して共著論文を作成している最中である。暫定的なテーマは、Participatory Forest Management in India : An Analysis of Policy Trends amid 'Management Change'である。また、ネパール、インド、フィリピンといった参加型森林管理制度の面で先進的な3カ国を対象とした比較研究の論文も作成を開始したところである。
