大規模公共事業におけるパブリック・コミュニケーションでは、住民の計画評価を歪めている誤った計画認識を解消する情報が提供されねばならない。そのため、公共事業に対する住民意識を定量的に分析することにより、計画評価を歪めている誤った計画認識の特定手法を開発した。藤見・小林(2004)は、沖縄市の泡瀬干潟埋立事業を対象として、計画認識が直接的に計画評価に影響を及ぼす「直接モデル」と、計画認識に基づいた予想結果が計画評価に影響を及ぼす「間接モデル」のどちらが妥当かを検証した。そのために、従来の非入れ子型検定を同時方程式体系と単一方程式の比較ができるように拡張した。検定の結果、泡瀬干潟埋立事業に関しては「直接モデル」のほうが妥当であることが明らかになった。藤見(2004)は、計画認識に基づく評価構造が環境意識の高さにより異なるかについて検証した。ブートストラップChow検定の結果、環境重視グループと非環境重視グループとで計画認識に基づく評価構造が異なることが明らかになった。一方、環境重視ダミーと計画認識の交差項を含めたモデルにより各計画認識の影響を個別に検定した結果、これら2つのグループ間で有意に異なるものは少なく、符合が逆になるものは存在しないことが示された。以上のことから、個別の計画認識が計画評価に及ぼす影響はグループ間でそれほど大きく異ならないものの、それらを総合して判断すれば評価構造は異なると結論付けられた。
