本年度は前年度までのフィールドワークの調査結果を分析し、論文執筆、学会発表等を行った。本研究計画は、ミャンマーの長期軍事政権の基盤となった1962年から1988年までの一党独裁体制について考察するものであるが、本年度は、ミャンマー軍事政権の国家イデオロギーに関して研究した。ミャンマー軍政権の初期の国家イデオロギーは、1962年に発表された「ビルマ式社会主義への道」と1963年発表の「人と環境の相互作用の原理」である。これらは以後、1988年までミャンマーにおける唯一正統なイデオロギーとして機能してきた。その内容について、先行研究は、文化的、歴史的背景から説明することが多かった。本研究ではこれまでの説明が一定の真実ではあるものの、過剰に神話化されていることを指摘した。すなわち、1950年代の軍は護憲と政治への非介入を唱えており、また軍指導部の有力者も当時の政党政治家と調整を行いながら国家運営に関わっていた。「人と環境の相互作用の原理」のアイデアも、本来は軍内の護憲と反共主義プロパガンダの中で一軍属がつくりあげたものである。ところが、1950年代末に参謀総長であったネー・ウィンが調整型の軍将校から距離を置き、強硬派の将校が力をつけはじめた。そして、1962年3月2日にクーデタが起きる。強行派は、調整型将校と違って、政治的な駆け引きや社会への説明責任に対する意識に乏しかった。その結果、本来は違う目的でつくられていたプロパガンダの文書をほとんど訂正することなく、新たな国家イデオロギーとして採用せざるをえなかった。軍による政治介入とそのイデオロギーを文化や歴史などから神話化するのではなく、軍内政治から再検討する必要があることを指摘した。以上の内容を2005年4月に研究会で報告、12月には学会報告を行い、同月に学会誌に論文として投稿した。現在は査読を待っている状況である。
