项目摘要

今年度は、「欧米におけるネオリベラル統治に関する研究の整理」(1)と「日本における生権力の現在的変容の分析」(2)を中心に研究計画を立てた。(1)に関しては、ニコラス・ローズを中心にgovernmentality派の諸研究を吟味し、ネオリベラリズムに固有の統治の形態が、統治すべき現代社会の様態に対応して、大きく「自立を通じた統治」、「多様性を通じた統治」、「社会的排除を通じた統治」という三つの観点から整理されうることを示した。具体的な分析として、NPOや市民活動を鼓舞する「市民社会」論が排除の問題を等閑視している点を批判的に検討した。また「多様性」に関してはとくに移民・難民行政を事例に「多文化主義」政策を統治の観点から分析することを試みた。(2)に関しては、戦後の日本で発展した企業中心社会を、ミドルクラスを中心とした「序列社会」という枠組みでとらえることができることを示し、現在の統治が基本的にはこの枠組みを維持しつつ、雇用の流動化政策を通じて「序列」の下層の排除を行うものであることを文化的ヘゲモニーの観点から示した。これによって現代の日本の統治様式が、戦後秩序の全般的な変革を志向するという意味での「ネオリベラリズム」型であるとはいえない点、また現在再編されつつある生権力が統治に関して大きな矛盾を抱えている点を明らかにした。また以上のような日本の統治様式の「特殊性」をネオリベラル統治の観点から考察するためには、戦後秩序をポストコロニアルおよび地政学的な観点から説明する必要があることを示した。
