本研究は福祉・教育政策において影響を強めつつある社会的投資アプローチ(社会投資国家)を新自由主義的統治の一形態として位置づけ、その含意を批判的に分析する。昨年度は社会投資国家の理論的分析を中心に研究を遂行した。社会投資国家ないし社会的投資アプローチとは、一方における従来の福祉国家的な再配分的な社会政策、他方における「小さい政府」を目指す新自由主義の双方を批判し、「人への投資」（人的資本への投資）を志向する社会政策のタイプであり、EUでも2013年に「社会投資パッケージ」を発表するなど、社会的投資アプローチを積極的に受け入れ始めている。しかし、このアプローチは、新自由主義的な統治（ミシェル・フーコー、ウェンディ・ブラウン）との連続性を保持している。初年度の今年度の研究では、この点に着目し、大きく以下の２点の問題を提起した。第一に、政策レベルの分析から、社会的投資アプローチ政策は、自己投資を慎重に行うことのできるリスク管理の主体を前提とし、こうした主体の形成を誘導する。その結果、この政策は、投資対象の「格付け」実践を伴う。つまり、それは「自己投資」( 自己統治)に「失敗」し、あるいはその可能性の高い者をリスク・ファクターとみなす政策実践を伴う（L.リスター、J.ジェンソン）。第二に、社会的投資アプローチは、一般的な大衆文化の領域における新自由主義的な「自己投資」言説の拡大と結びつく。「社会的投資」とは、集合レベルでの人への投資であるが、個人レベルでの「自己への投資」とパラレルな関係にある。それゆえ、社会的投資アプローチは、個人が「生産性がある（生産的である）」かどうか、「役に立つ」かどうかを問題にする、優生学的な「能力主義」的な価値観と親和的な関係がある。
