廃棄物は人間の活動の様々な段階で生じ、それを構成する物と量は、主に消費の形態と、産業構造、経済構造により決まる。経済が発展し、市民の生活様式が変化するにつれて、生じるゴミの量は増大し続け、産業廃棄物の種類はますます多様になる。ゴミ処理施設を適切で安全なものにすることは困難になっている。ゴミ処理業者による適切な処理と、ゴミの不法投棄は、日本において深刻な社会問題になっている。これらの問題は、地域の人々の目に映る産業廃棄の処理施設のイメージを悪いものにもしている。研究の主要な焦点は日本の産業廃棄物の不法投棄である。研究はまず日本の産業廃棄物の不法投棄問題を一般的に概観した。そこでは日本における定義と歴史、産業廃棄物の不法投棄現状、産業廃棄物の不法投棄の処理、最近の産業廃棄物の不法投棄問題、そして環境法や産業廃棄物に関する法の発達を通覧することを試みた。次に、日本の不法投棄の実例を調査していた。そこでは日本における不法投棄の形態と理由が明にされた。
