本研究は、昭和戦中期において、政党が主体的にどのような政治体制を構想し、それをどのように制度化し、そのなかでどのように機能していたかを解明することによって、新しい政党像を構成しようとするものである。具体的には、3つの視角、すなわち、(1)昭和戦中期の政党と政府・議会との関係(2)昭和戦中期における政策過程の実態(3)昭和戦中期における国策の形成過程と地域社会を設定し、前年度は(1)(2)の視角から、本年度は(3)の視角から研究を進めた。本年度は、(3)について、3人の衆議院議員-飯村五郎(茨城県選出)、岡田忠彦(岡山県選出)、窪井義道(山口県選出)の中央政界と地域社会における活動を事例として、史料の収集・分析を行った。まず、東京大学法学部附属近代日本法政史料センター原資料部において、「飯村五郎関係文書」「岡田忠彦関係文書」「窪井義道関係文書」から、関連資料を収集した。また、岡山県立図書館、山口県立山口図書館、山口県文書館、国立公文書館、国立国会図書館に赴き、公文書、議会議事録、新聞・雑誌記事など、関連史料を収集した。さらに、それらの史料の分析をとおして、次の問題を考察した。(1)内閣各省委員制の形成と変容(2)戦時国民運動と地域社会(3)「超非常時」の憲法と議会(1)では、中央政界と地域社会を媒介した内閣各省委員制の制度的展開を明らかにした。(2)では、戦時期の国民運動の組織・機能・政策について、地域社会の動向を中心に明らかにした。(3)では、(1)(2)(3)の視角を総合して、政党政治家の明治憲法に対する理解の諸相を明らかにした。以上の(1)(2)(3)の成果については、現在、学術雑誌への投稿を準備中である。また、前年度・本年度の研究成果と既発表論文を総合して、博士論文の提出を準備中である。
