项目摘要

本年度は、昨年度に引き続き、(1)地理情報システムを用いて、群馬県の小売業・サービス業に関するデジタル地図の作成、(2)群馬県における小売業・サービス業の郊外化についての現地調査、の2つを実施してきた。まず、地理情報システムによるデジタル地図作成では以下のことを実施した。群馬県全体を対象として、1990年代以降におけるロードサイド型の小売業・サービス業の店舗展開についての地図を作成した。昨年度は、コンビニやホームセンターなど主要業態を対象に地図作成を実施したが、本年度は、カー用品店、ファーストフード、ドラッグストアなどの業態も採用して地図作成を実施した。その結果、群馬県の中核都市の郊外地域での商業集積が進んでいること、県の周辺に位置する町村部でも国道の結節点、新たに敷設されたバイパス道にロードサイドショップの進出が進んでいることが明らかになった。現地調査では、前橋市や高崎市といった主要都市に隣接している町村での商業発展について検討した。そうした町村では、前橋市や高崎市の境界付近を都市計画区域としてロードサイドショップの誘致に積極的であり、都市部の住民の買い物先として地位を高めようとしている。そうすることによって地域経済を発展させ、税収入を増やそうとしている。しかし、2000年に入って市町村合併の機運が進んでいくと、前橋市や高崎市などに吸収合併された場合、そうした町村部は都市計画区域から除外される可能性があることから、自分たちの意図するように都市計画を実施できないことに不安を持つようになった。このように、モータリゼーションの進んでいる群馬県では、ロードサイドショップが地域の経済や社会に影響を与えるようになっていることが明らかになった。
