项目摘要

1990年代前半、アジアへの生産拠点の移転による「産業空洞化」が問題になったが、本研究は、海外生産の拡大が地域産業にいかなる影響をおよぼし、地域の雇用構造をどのように再編したのか、この間に海外生産が拡大した電機産業を主な対象にして、その実態を明らかにすることを目的にしている。本年度はこの研究の三年目にあたるが、これまでに、「空洞化」現象が著しい南東北地域の事例の一方で新たな工業立地が進み、生産が拡大している岩手県や長野県などの事例も調査してきた。本年度は、福岡県の事例を調査するともにこれらの事例を比較検討し、電機産業の構造変動について分析を行った。そうしたなかで注目されるのは、電機産業の国内生産が、海外生産の影響の下でたしかにl992年から落ち込んだとはいえ、1980年代の生産に比べて依然として高い水準を維持していることである。いいかえれば、アジアへの生産移転が進み、アジアでの一貫生産体制が進んだのであるが、それは、一部の製品や部品、一部の工程であって、海外生産、生産・経営体制のグローバル化を過大に評価することはできない。もちろん、海外移転が大きく進んだ一部の電子部品や家電などのとくに組立て工程のうけた影響は大きかった。しかし、基盤技術が集積している地域は、国際競争の激化の下でコスト削減などが求められたものの、海外に移転した部分は小さかったとみるべきであろう。電機産業の海外移転のあり方が、地域の産業・経済構造の違いを反映して、それぞれの地域経済に異なる影響を及ぼしたのである。雇用についても、たしかに雇用者数は減少し、雇用の諸指標も全般には悪化しているが、やはり海外生産の影響は比較的軽微にとどまったと考えられる。しかし、国際競争の圧力がコストの削減要求となり、フレキシブルな雇用の拡大、低賃金利用をもたらしており、それが雇用不安につながっていることは留意すべきである。
