社会保障分野(介護保険制度)における効率的な行政経営システムを構築するにあたり、ロジックモデルの作成過程に問題の構造化を導入した。問題の構造化は、ステークホルダーとステークホルダーとの間で認識の仕方が異なることを起点としている。問題の構造化の中で、ステークホルダーの持つ価値の多元性を認識することで、戦略目標を効率・効果的に達成するために有効的に機能する。そして、システムメインテナンスの概念を導入することで自律的に改善できるシステムの構築を目指した。問題の構造化における問題の発生メナニズムに係る論理部分の抽出において、市民の制度・施策に対する意識構造モデル・反応モデルを構築する。例えば介護負担の軽減に対して、介護負担が生じる要因を構造化することで介護負担感を高めている根本的な原因に対して施策を講ずることが可能となる。この介護負担感の問題の構造を確認するために、K地域の通所サービス提供事業所(7施設)を通じて家族介護者ヘアンケートを実施した。属性や環境を説明変数とした評価関数を作成することで、システム自体にシステムメインテナンスの機能を持ち合わせていることにつながる。介護者と被介護者とのトレードオフ関係をどのように最適化していくかが今後の課題である。この課題の解決は、介護者の介護負担の軽減と被介護者の自立生活の助長の2つのアウトカムを考慮した経営モデルの確立を意味する。この経営モデルの確立は、論理構造図全体のシステム構築を意味している。2つのアウトカムの最適解は、社会的厚生である。つまり、この最適解は、限られた予算の中で住民の効用が最大になる施策選択を意味する。行政経営において経営目標たるアウトカムと施策を論理的に繋ぐことで、適切な施策ポートフォリオを選択するロジックモデルが構築でき、行政経営において最も曖昧にしてきた部分に対する方法論を具体的に提案することが可能となる。
