本研究は、戦争が非営利セクターに及ぼす一般的な影響を、とりわけ日本のケースを通して明らかにしようとする。第二次大戦後、日本において非営利部門が大きく発展したのはなぜか。今年度の課題は、先行研究のレビューから得られた三つの仮説を、主として国内事例を用いて、実証的に検討することである。第一に、戦時中の(「上からの」)動員の経験が、戦後に入っても(「下からの」)ネットワークの形成に寄与したとの可能性である。第二は、戦争被害の経験が、人々の間の結びつきを強固にし、団体を通した協調行動の契機になったという仮説である。第三に、占領政策が団体の形成に適した環境を提供したという仮説である。本年度は、この3つの仮説を検証するため、1)計量分析、2)文献調査・聞き取り調査、の二方向から分析を行った。計量分析の結果、1)戦後、団体活動の水準は戦前に比べて全般的に大きく上昇したが、2)その上昇の程度を都道府県別にみると、戦争被害の水準よりも、戦前の団体活動の水準に大きく規定されることが分かった。つまり、戦前の活動水準が高いほど、戦後の活動水準も高く、また活動水準の上昇の程度も大きかった。次いで、文献調査・聞き取り調査を行い、この分析結果の検証を行った。まずは、戦時中・終戦直後の団体活動の状況について、青少年団体・婦人団体・労働運動・宗教団体の4種類の団体について、詳細な文献調査を行った。その上で、神戸市と札幌市の比較分析を通して、戦後の活動水準については、戦争被害の水準よりも、戦前の活動水準の方が大きく影響するという知見が更に確認された。同時に、戦前と戦後の活動水準を結びつける媒介変数として、戦時中のネットワークの形成が重要な役割を果たすことが分かった。本研究の成果は、アメリカ・シカゴでのアメリカ政治学会と、ロサンゼルスでのアメリカ非営利学会にて報告され、多くの海外の研究者と意見交換を行った。
