An international comparative-study on Environmental-oriented agricultural subsidies in terms of FTA (Free Trade Agreement)

本研究的重点是在WTO协议和多边环境协定（MEAs）的相关议定书/协议的基础上，制定FTA/EPA（自由贸易协定/经济伙伴关系协定）以平衡自由贸易与环境保护之间的可能性，这些协议直接或间接地与日本的环境相关补贴有关。世界贸易组织的153个国家和地区都应该享受自由贸易的好处。相反，作为GATT/WTO规则的例外条款，以GATT第24条和GATS第5条为基础的FTA/EPA成员应享受其自身一体化国内市场/区域的利益。在第1章中，题为“WTO/FTA下的贸易与环境问题”，从关贸总协定制度（1947-1994）到WTO制度（1994-），就自由贸易与环境保护之间的关系以及FTA/EPA下的环境措施进行了调查。在第2章中，为了澄清FTA下环境农业补贴的一些问题，通过韩日FTA的初步形成，重点讨论了包括食品安全、多功能等环境问题在内的“非贸易问题”。第3章在“贸易几何模型下自由贸易协定形成与环境措施的影响”的倾斜下，重点研究了两个经济体规模不同时，一个自由贸易协定成员国通过另一个自由贸易协定成员国的食品安全措施进行国内调整的过程。在第4章，以“日本与蒙古之间的环境导向型自由贸易协定的形成”为题，重点讨论了在经济利益和环境保护之间取得平衡的自由贸易协定/环境保护协定的形成可能性。最后，作为本研究的结果，如附录，“日本与蒙古之间的环境导向型自由贸易协定”已于2007年12月7日在韩国国际经济学会发表。少

This study is focused on the possibility of setting FTA/EPA(Free Trade Agreement/Economic Partnership Agreement) for balancing between free trade and environmental preservation based on WTO agreements and related protocol/agreements of Multilateral Environmental Agreements(MEAs), which are directly or indirectly related with environmental related subsidy in Japan..Under the WTO regime based on NT(national treatment) and MFN(the most favoured nation treatment)principles originally, WTO member countries which are 153 nations and regions, should/shall enjoy the benefits of free trade.
