1. 日本の寡占的電力市場における送電投資の費用便益分析、および発電部門の水平分割の効果分析改良・発展させたMCP(混合相補性問題)モデルを用いて、以下の研究を行った。現実の市場データに基づき、まず、夏季ピーク期と軽負荷期の両方を想定して、50Hzと60Hzの周波数変換設備を含む東西間の連系線投資に関する費用便益分析を行った。その結果、東西を結ぶ連系線の送電容量を2倍に増設する場合に、周波数変換設備と送電線等を合わせた総建設費用が約2000億円以下であれば、たとえ軽負荷期であっても社会的余剰の増分が資本費の増分以上となるものと推定された。次に、投資インセンティブの観点から、東西を結ぶ連系線の両端の電力会社間で利害対立が発生する可能性が高いことを示し、電力会社の自発性に任せる場合には投資が進まない恐れがあることを明らかにした。さらに、発電部門の水平分割に関して、東部に立地する最大手の発電部門を3社に水平分割すると、東部市場において競争が激化することで供給量が大幅に増大し、送電投資を行なわなくても東西間の連系線の混雑を緩和できることを示した。これらの一連の研究成果は、日本の電気事業政策への応用が見込まれるという意義をもつ。2. 垂直分離のもとでの送電投資に関するインセンティブ・メカニズムの分析発電部門と送電部門の垂直分離により誕生する送電事業会社(Gridco)に対して、電力潮流を考慮した形に拡張したプライスキャップ規制を適用することで、電力システムに特有な技術的外部性を内部化し、長期の観点から効率的な設備形成を導くことが可能であることを示した。このインセンティブ規制に関する研究成果は、日本の送電部門に対する規制政策を検討する際の基礎となることが期待される。
