Russia enhanced its economic dependence on the resource sector during the economic growth in 2000s, which resulted in a critical situation and caused such problems as obsolete technical equipment and disorganization of skills formation. Therefore, human capital formation has become for Russia a question of high priority and it is considered to be the key-factor for the sustainable economic growth. The empirical research has demonstrated not only liberalization under the transformation (adaptation of Anglo-Saxon model), but also the strong path-dependency in institution building, preserving the traditional human capital path (internal promotion within the firm). As a result, the corporate social responsibility (CSR) of Russian firms has become excessive compared with CSR in developed economies. Firms claim the government to authorize and formalize the concept of CSR. Moreover, in conditions of global crisis, Russian corporate governance has shown its original features by managing to retain employment rates.

俄罗斯在2000年代的经济增长过程中，对资源部门的依赖性不断增强，导致了经济发展的严峻形势，并引发了技术装备陈旧、技能形成混乱等问题。因此，人力资本形成已成为俄罗斯高度重视的问题，并被认为是经济可持续增长的关键因素。实证研究不仅表明了转型下的自由化（对盎格鲁-撒克逊模式的适应），而且还表明了制度建设的强烈路径依赖，保留了传统的人力资本路径（企业内部晋升）。因此，与发达经济体的企业社会责任相比，俄罗斯企业的企业社会责任已经过度。企业要求政府对企业社会责任的概念进行授权和正式化。此外，在全球危机的条件下，俄罗斯公司治理通过设法保持就业率显示了其原始特征。
