本研究では、現行の地域間財政調整制度である地方交付税制度の地域間財政力格差是正効果と経済厚生効果(地域住民の効用を高める効果)を評価した上で、地方交付税の財源となっている国税収入を地方に移譲することを前提として、地域間の協議を通じて、地域間で財源の再分配を行う「地方財政調整基金制度」を提案し、同制度の地域間財政力格差是正効果や経済厚生効果が、地方交付税制度と匹敵する以上に優れていることを、実験経済学手法を用いて明らかにした。

This study shows that the current inter-regional fiscal adjustment system is a positive effect of the inter-regional fiscal strength difference of the local tax system.(The effect of regional residents 'income is high), the premise of local tax revenue transfer, the agreement between regions, the redistribution of financial resources between regions, the proposal of "local financial adjustment fund system", the difference of financial strength between regions of the same system is positive, the effect of local tax revenue transfer is high, and the improvement of local tax system is high.
