本研究では、危機管理に必要なリスクを「被害の生起確率と被害の重大性の積」で与えられる期待効用と考え、これを条件制約としてANPの評価過程に組み込んだ。これにより、各種災害(噴火、地震、台風、津波などの大規模な自然災害など)に関わる確率的要因を含めることが可能な一つの危機管理型意思決定機構を構築した。

In this study, it is necessary for crisis management to make sure that the birth rate of the victim is serious, and that the ANP is expected to be tested and conditioned. The accuracy rate of disasters and all kinds of disasters (fire, earthquake, Taiwan, Tsuha) should be determined because of the implication that they may cause a crisis management.
