研究の最終年度である平成19年度は,長野県の入札制度改革が既存のシステムに与える影響について,インタビューやアンケートなどの調査方法を用いて研究を進めた.まず,前年度に長野県内の市町村で実施した実証研究の成果の一部として,指名競争入札データの分析にもとづく公共土木事業の地域システムの形成および,それをめぐるアクターの行動原理について考察し,論文として発表した.これを踏まえて,今年度は2002年以降に長野県で導入された新しい入札制度が既存のシステムにどのような変動をもたらしたのかを分析するため,1)わが国の入札関連法制や長野県の入札制度改革をめぐる近年の動向について,図書・資料などをもとに整理し,2)入札制度改革をめぐる政策過程を,行政資料や各種メディアの報道,閑係者へのインタビューなどをもとに再構成した.これによって,入札制度改革がなぜ実現したのか,そこにはどのような意図があったのかを明らかにすることができた.一方で,3)こうした過程で生じた結果や問題,とりわけ市場原理導入によって生じた負の影響について,長野県南佐久郡を中心としたフィールドワークをもとに具体的に検討するとともに,4)長野県内の建設業者約600社に対してアンケート調査を実施し,今後の公共土木事業システムの方向性について考察した.その結果,建築関連の副業にシフトする大規模な元請業者と,特定の業種に専門化する小規模の下請業者との関係を中心に地域内のシステムが再編成される一方,そのはざまで苦悩する中規模業者の姿が浮かび上がってきた.この研究成果については,入札制度改革をめぐる公共土木事業システムの再編成に関する論文として発表する予定である.

The final year of the study was Heisei 19, and Nagano Prefecture's reform of the entry system was carried out to study the use of existing systems and their impact on the survey methods. In the past year, the Nagano Prefecture has implemented a number of practical research results, including the analysis of competition, the formation of regional conditions for public construction, and the investigation of the principles of action for public construction. Administrative data, various reports, and other information are included in the report. The research results are related to the reform of the system of public utilities and the reorganization of the system of public utilities.
