本研究では歴史的町並み保存地区における空き屋問題の解決をめざし,町並み保存地区における空き屋の有効利用に関連する行政,非営利組織,不動産業者,住民の立場や姿勢を把握するとともに,これらの連携による空き屋の利用促進方策の仕組みを検討する。研究の過程では,各地における町並み保存地区の空洞化の現状,遊休住宅の転用を含めた利活用状況,また行政や非営利組織によるいわゆる「空き家バンク」における取り組みを把握した。一方で,空き家の顕在化は歴史的建造物だけで顕在化するわけではない。そこで一般市街地における空き家化とその活用についての把握も試みた。また近隣諸国を中心に海外における歴史的建造物の利活用事例や遊休住宅ストック対策における情報収集もおこなっている。研究の結果としては下記があげられる。(1)関連した宅地建物取引業法などの既存制度の検討をおこなった。同法の緩和を謳った構造改革特別区域申請をした地区についても把握を行い,空き家対策では既存制度の精査が重要であることがわかった。(2)空き家対策を目指す非営利組織も現れている。建築士などの専門家が町屋の住みやすさや耐震性の向上を目指している事例もあり非営利組織の役割は重要であることがわかった。(3)不動産業界は一部の古民家などへのブームの都市をのぞいて仲介における手間やトラブルへの憂慮からか静観模様。一方,不動産業界団体と積極的に提携した空き家バンク事業が展開する事例もありは空き家対策として効果を生んでいることが把握できた。(4)海外の事例ではわが国とは不動産の売買や建築関連法の有様が違うとはいえ空き家の利活用の方法が多元化している現状が把握できた。空き家を単体としてとらえずに街路をはさむ住宅群を一括して利活用する事例などは興味深い。今後は可能であれば,得られた知見を元に空き家バンク運用の社会実験を実施したい。
