项目摘要

2007年は3月に能登半島地震、7月に中越沖地震が発生、多様な救援・復興支援活動が展開されたが、これらの災害では、震災10年目以降に検討が始まった災害ボランティアセンター(以下VC)の活動基盤強化に向けた新たな資源動員の仕組み(市民団体と企業の社会貢献の連携)が試行された。そこで今年度前半は、両被災地で実態調査を行った。調査から、新たな仕組みの導入により、民間資源の効果的・効率的な運用が可能になったこと、しかし人的支援に関しては多くの課題が残されていたことが示唆された。特に中越沖地震では、従来の災害VCの限界を超える取組みが展開され(専門技能の導入、復興を見据えた活動体制の構築等)、将来に役立つ具体的な知見を抽出できた(⇒雑誌論文)。また、昨年度の「地縁組織・市民団体の活動実態調査」の中で、復興期に生まれたコミュニティビジネス(手芸品販売、農産物等の通販、サービス提供型施設の運営等)に、被災地域の生活文化と、被災地外からの支援団体が持ち込む新しい活動の仕組み・価値観とを接合する"減災文化"の可能性を見出してきたが、年度後半は、阪神大震災と中越地震後の事例比較を行った。この調査では、当該団体から各種資料・活動実績データ(受発注の実績、活動時間、給与等)も入手して(資料調査)分析した。その結果、災害復興期に特有の活動環境が、事業展開に優位に働く側面を明らかにできた。また事業に参加する被災者に対しても、壊れた生活リズムの一時的な補完、(小額ながら)活動に対する金銭的評価、ビジネス的手法による信頼感等、を提供しており、被災者の主体性回復に寄与する具体的な手法を示すこともできた(⇒学会発表)。以上、市民組織による"減災"の貢献を具体的に提案できたが、今後は、救援から復興までをトータルに捉え、個々の具体的手法を連続した災害過程に位置づけて説明できる理論的枠組みも検討していきたい。
