项目摘要

平成17年度の前半は、16年度からの災害の多発を受けて、災害ボランティア活動の環境整備に向けた社会的な動きあったことを重視し「災害ボランティア」(対象領域(1))の実態調査を継続した。具体的には、昨年の新潟豪雨災害における「災害ボランティアセンター」の事例分析(昨年度から継続)の結果を取りまとめた(1番目の業績)。この事例の検討から、旧来の地縁組織の運営体制と「災害ボランティアセンター」の運営体制を相互に活用しあった効果的な支援体制が構築されていたことを明らかにし、災害ボランティアセンターの仕組みに新たな可能性を見出した。さらに新潟中越地震もおける中山間地域では「災害ボランティアセンター」とは異なる支援の仕組みが創出されていることを見出し、水害対応の事例も含め、災害時の「共助」の新しい形として位置づけた(中越地震調査は、助成終了後も継続予定)。平成17年度の後半は、阪神・淡路大震災以降10年間の市民による災害対応において、震災の経験から生まれた知見や仕組みがどのように進化してきたのかを、文献レビューを通じて明らかにした。これに、年度前半に行った調査の結果を加えて、一連の事例研究の総括を行った。さらに、昨年度行った震災復興支援に関わる10年間の市民活動の検証(ボランティア論、減災文化の形成等)(対象領域(2))の成果も踏まえて、理論的考察を行い、本研究の総括とした(2番目の業績:学位論文の第III部)。総括:ボランティアは、置かれた状況と対応すべき問題に合わせて自らの活動を設計しなおせる柔軟性と、試行錯誤を通じた"協同の活動実践"のプロセスの中で、それまで接点がなかった他の対応主体との新たな関係性を創り出し、さらに関わった相手の可能性も引き出していくという特徴を持っていることを(一連の事例分析を通じて)明らかにした。
