津波後の水産資源は回復しつつあるが、大型海洋植物の植生回復が遅れたところでのイカ・カニ漁業への影響は大きく、資源と漁業の回復への植生の重要性が分かった。一方、津波後、沿岸漁業と沖合漁業間に新たな漁場競合問題が発生しており、援助の不平等性と重複がこの問題の複雑化の一因であった。津波後の水産資源や漁業の回復には、植生に重点を置いた環境修復や零細漁民への被害実態に即した公平な援助の重要性を示唆した
