陸上競技の中からリレー・障害走・走り高跳び・走り幅跳び、球技の中からバスケットボール・サッカー・バレーボールを対象に教育内容を措定を試み評価項目を選定した。児童・生徒を対象に個人技能、集団技能、ならびに戦術理解度、等についての実態を測定し、普遍的な価値と考えられる「技能的特性」ならびに「機能的特性」に触れているか、との回帰・相関分析を試みた。そして、これらを基準に、高学年児童・中学生徒を対象とした絶対評価基準(文部科学省の言う「概ね満足できる」レベル範囲)を設定した。
