After the Second World War the US placed its strategic importance on the Arctic region and made diplomatic efforts to acquire the right to permanent military bases in Greenland and Iceland. Norway, Denmark and Iceland decided to join the Western Alliance. However such Nordic approaching to the West awoke the Soviet Union menace to its security and made a strong protest to Norway and Denmark. Therefore Norway (and Denmark later on) announced "Base and Nonnuclear Politics", which means deploying foreign troops/introducing nuclear weapons to the country is not permitted in peace time. This policy is indeed a last resort of small country to minimize the Soviet's anxiety and to stabilize the region, while the country's fundamental security depending on the US.

第二次世界大战后，美国将其战略重点放在北极地区，并通过外交努力获得在格陵兰岛和冰岛建立永久军事基地的权利。挪威、丹麦和冰岛决定加入西方联盟。然而，这种北欧接近西方唤醒了苏联对其安全的威胁，并向挪威和丹麦提出了强烈抗议。因此，挪威（以及后来的丹麦）宣布了“基地和无核政治”，这意味着在和平时期不允许部署外国军队/向该国引进核武器。这一政策确实是小国最后的手段，以减少苏联的焦虑和稳定地区，而国家的根本安全取决于美国。
