1980年、アメリカで制定されたバイ・ドール法により、TLOが生み出され、産学技術移転策は世界的な潮流になる。こうした潮流を受けて、先進国はTLOを形成したが、途上国はTMCを形成する。そこで、TLOとTMCの形成過程と機能などを解明することにより、産学技術移転には先進国型と途上国型があり、TLOとTMCの組織構造が異ならざるをえなかった背景を追究し、途上国における必要性を明らかにすることにより、その一般化を図った。
