The logic of Cultural Resourcing and Its Application: Creating a Culture of Equine Affairs from the Decline of Local Horse Racing

This study analyzes how breeders have altered their views on the value of horses as "living cultural assets" by adding economical elements to such value, in response to the policy changes of the Japan Equine Affairs Association. This policy change has shifted from the position of simply protecting agricultural and native horses, viewed as genetic and cultural resources, to one of actively putting these horses to practical use. The analysis particularly focuses on the problems that arise with application of wild native horses (a protected species) within the framework of the cultural asset protection system, and discusses the strategies of the main constituents (i.e., breeders) when applying this cultural resourcing.
