The research took up hospital BSCs (Balanced Scorecard) as strategic management systems supporting the management of prefecture governmental hospitals, performed literature researches, interviews in some prefecture governments for their hospitals' BSCs, and, comparison researches of medical systems and hospital BSCs among Japan, United Kingdom, Canada, and the U.S.. The research finally found some problems which prefecture governmental hospitals faces when they develop their hospitals' BSC and manage them by the BSC in order to maintain both their financial soundness and their universal medical services.

本研究以医院平衡计分卡（BSC）作为支撑地方政府医院经营的战略管理系统，通过文献研究、对部分地方政府医院BSC的访谈，以及对日本、英国、加拿大、美国等国医疗体系和医院BSC的比较研究。最后，本研究发现了地市级公立医院在发展医院平衡计分卡，并运用平衡计分卡进行管理，以维持其财务稳健性和普遍医疗服务时所面临的一些问题。
