本年度は、特別研究員としてこれまで進めてきた研究をまとめ、公教育の変容過程における保護者および地域住民の位置づけについて、次の三点の考察を行った。第一に、公立学校の運営や活動に携わる保護者・地域住民の位置づけを探るため、学校運営協議会の委員を対象とする量的調査の結果分析を行った。そこからは、(1)地域住民の委員が、議事への意見反映や学校を支援する活動に積極的な姿勢を見せていること、(2)保護者の委員は、学校への高い帰属意識を有しているにもかかわらず、管理職・教員、地域住民のいずれと比較しても議事への意見反映において消極的であることが明らかとなった。第二に、公立学校の枠組みからは離れて活動を進めるオルタナティブ・スクールの定着・拡大過程について、これまでのフィールドワークおよびインタビュー調査の結果分析を行った。そこからは、(1)教育課程および教育方法の面で独自性を有するオルタナティブ・スクールであっても、公的機関からの認可を得ることで保護者らの認識に変化が生じれば、その理念や実践に影響が及ぶ可能性もあること、(2)オルタナティブ・スクールが教育委員会と協働する際には、子どもたちの特別な教育的ニーズの充足に主眼を置くことが重要であり、それは理念や実践の独自性を堅持することに繋がり得ることが明らかとなった。第三に、公立学校の運営や活動に携わる保護者・地域住民の活動(教育参加)や公立学校の枠組みからは離れて活動を進めるオルタナティブ・スクールの活動(教育運動)を「市民による教育事業」と総称したうえで、双方に関してこれまでどのような議論がなされ、そこにいかなる課題が指摘できるのかを整理・分析した。「市民による教育事業」の活動を分析する際には<支援>という観点を用いることが有効であり、<支援>の難点と技法、さらには<支援>の制度化を可能とする条件について検討することの重要性を指摘した。
