项目摘要

本年度は、以下2点の研究を中心に進めた。第1は、昨年度からの継続として、戦前期台湾・関東州製塩業における日系資本の進出過程について、野崎武吉郎家と大日本塩業株式会社を事例に考察したことである。そして、日清・日露戦直後から進出した日系資本は基本的に内地への原料調達を担う意図を有さなかった一方で,内地で食塩需要が急拡大した第1次大戦期以降は曹達会社など食塩需要者が勢力圏下製塩業へ進出した。以上を踏まえ,原料資源が有する国家にとっての重要性が変容した第1次大戦期を画期に,日系資本による対外進出の動機が変化した可能性を示唆した。第2は、食塩の生産、流通、消費に関する一昨年度及び昨年度の成果と本年度における上記の成果を踏まえた上で、塩専売制度の導入と運用の過程を一括して考察したことである。具体的には、塩専売制度の導入が製塩業政策上の議論で取り上げられた1897年から、塩専売事業収支が赤字へ転落した1919年までを対象とした。こうした考察により、まず先行研究で指摘されてきたように、塩専売制度導入前において農商務省は、内地塩より安価・高品質な台湾・外国塩の輸移入量が増加しつつあった状況の下で、同制度に内地製塩業を保護する役割を期待していたことが確認された。しかし、その一方で大蔵省は、内地製塩業について政策的な保護を要する産業とは見なしておらず、塩専売法を議会へ提案した1904年の直前においても、塩専売制度に産業保護機能は求めていなかったことが明らかになった。但し、日露戦後において塩専売制度は世論の厳しい批判に晒されたことによって1907年度から大蔵省も政策方針の修正を余儀なくされ、経費の増加を要さない範囲内において、食塩の廉価安定供給体制の構築を目指した。こうした政策方針は、実際には1908年度から継続的に塩専売事業益金が減少したにも関わらず、1918年度まで堅持されていたことが明らかになった。
