项目摘要

本研究においては、1950年前後における軍用地の調達過程にみる、農村社会の変容を研究することを課題としてきた。本年度は研究の最終年度として、これまでの調査における不足点の最終的確認および論文の執筆に重点的に取り組んできた。調査としては第二年度から取り組んできた神栖村関係資料の重点的な調査を行った。神栖村歴史民俗資料館及び議会事務局などの協力を得て、既存資料の収集と当時を知る人々への聞き取りを行った。茨城県立図書館、議会図書館、銚子市立図書館の資料についても確認し、基本的な文献については収集を完了することができた。これらの資料を基礎として、論文を執筆した。その成果が野田公夫『農林資源開発史論1』(京都大学学術出版会、2013年)に収録された「基地反対闘争の政治」である。本論文では茨城県神之池基地反対闘争(1955-58年)と呼ばれる、自衛隊基地の設置をめぐる国家と地域社会の間の紛争を取り上げ、そこでいかなる政治過程が存在したのかを明らかにした。この間、沖縄県などの事例を中心に米軍基地の軍用地調達過程について研究が先行して蓄積されているのに対して、自衛隊基地設置の場合に見られる固有の問題として、省庁間(防衛庁と農林省)の見解の相違について明らかにすることができた。このほか、研究過程を通じて新たな課題として得られた、鹿島地域のコンビナート開発を視野にいれて、高度成長期の過程で農業問題をとらえる枠組み自体が大きく変わって来る過程について論文を執筆したが、年度内には掲載に至らなかった。そこでは、激化する地域の運動においても、保守と革新というイデオロギー対立のみならず、農業経営という経済的な側面が、基地問題をとらえる上で地元の住民にとって非常に重要な意味を持っていたということについて論じている。また、資料収集については1960年代中盤までを視野に入れた収集を行ってきたため、今後はこの作業を基礎として成果として発表できるよう努めたい。
