项目摘要

本研究の目的は、「社会的に排除された人々へ就労・訓練機会を提供する事業体」である労働統合型社会的企業の社会包摂的機能を検討することにあった。本研究は、変容しつつある生活保障システムのなかでのサードセクターの役割を明らかにするという意味でサードセクター研究および、福祉国家研究に貢献することを意図している。本年度は、課題の中心となる障害者就労支援に従事する社会的企業について、欧州の諸研究の検討をもとに、社会的企業を市場交換・再分配・互酬の組み合わせから対象組織を捉えること、その際には一元的な把握ではなくその多元性をふまえた把握が不可欠であることを事例研究への適用を通じて示した。同時に、サードセクターの多元性を具体的に理解するため、比較事例研究を進めた。複数のタイプの法人格の組織が集合的に取り組む、就労困難者支援に従事する事業に関して調査を行い、法人形態だけではなく組織内に共有される信念や資源構造に注目することで組織行動の多様性を把握できる見通しを得た。さらに労働市場から退出する高齢者に対して非営利組織が果たす役割について実証的研究に従事した。その結果、社会貢献への急激な移行は高齢者の継続参加を阻害するだけではなく、非営利組織の円滑な運営を妨げること、現役時代からの社会貢献活動への取り組みが重要であることを指摘した。今後の理論的課題は、就労支援分野における多様な事業体を把握するために資源構造と共有される意識に注目する分析枠組みを発展させることにある。実証的には、このような理論的枠組みに基づいて、複数組織の同時点比較と同一組織の異時点比較が課題である。このような試みはポスト福祉国家期における社会的企業をはじめとするサードセクターの役割についての一層の理解に貢献するだろうと考えられる。

The purpose of this study is to explore the social package function of enterprises in an integrated society by excluding people and providing training opportunities. This study is intended to be a contribution to the study of well-being and national security. This year, the focus of the study is on supporting social enterprises, European research, social enterprises, market exchange, redistribution, mutual compensation, and organization. At the same time, the multidimensional nature of the service and the concrete understanding of the comparative case study are further developed. The organization of multiple legal personality is organized into groups, supported by those in difficulty, investigated in business, corporate form, shared within the organization, beliefs, resource structure, attention, and diversity of organizational actions. The market is now open to high-profile investors, and non-profit organizations are working on research projects. The results, social contributions, rapid migration, participation, and organization of non-profit organizations are important. Future theoretical issues include: support for division, management of multiple business entities, resource structure, shared awareness, analysis and development of organizational structures. The basic theory of theory, the comparison of multiple organizations at the same time and the comparison of different time points of the same organization This is the first time that the company has contributed to the well-being of the country.
