项目摘要

非営利組織 (NPO) は、緊急期、復旧・復興期、静穏期・平時の「災害サイクル」の中で、支援からの撤退や途中参入、役割の変更などの意思決定を行う。それを左右する要因として、NPOの理事会がどのような働きをしているか、NPOの人材の育成がどのように進められているか、NPOに対する助成金をいかに活用しているかなどに焦点を当てた。NPO法人や一般社団法人などのNPOの代表者に対するインタビューを中心に、NPOの財務データも活用して、東日本大震災の復興過程の細部の動向が大局あるいは現在の経営にどのような影響を与えているかについて分析を行い、考察を行うことにした。震災時にボランティア活動を行い、その後に団体を創設したケース、震災直後に団体を創設したケース、震災から数年後に活動を開始し、代表を継承したケースなど団体の創設者・代表者の経歴は多様である。共通する点としては、それぞれの代表者が若者であり、手探りの状態でマネジメントを行っている。緊急期、復旧・復興期においては多くの資金が流入することもあり、マネジメントについて深慮する場面に出会いにくい傾向にあった。しかしながら、震災10年がコロナ感染症防止期間となり、人の流動性が停滞し、資金についても多方面に視野が広がることとなり、経営危機に直面しやすくなっている。その中で、それぞれの団体で課題となっているのが、団体の今後の展開に必要なイノベーションであったり、それを引き出すための団体のガバナンスであることが見えてきた。その研究成果を学会発表や書籍、論考としてまとめ、学術研究として、また広く社会に向けて発信を行った。
