2年間にわたる本研究の目的は、性取引に従事する移住労働者が置かれた社会状況を、「人種差別」を鍵に説き明かし、諸外国の「売買春」政策、人身取引対策、国内園際法政策と対比して、今後の当事者の権利擁護、関連教育研究・政策提言分野に貢献することであった。終了年度である今年度は、まず、第一の対象集団である(1)西欧および北米、(2)フィリピンとタイ、(3)中国と韓国、(4)日本を出身地域とする日本国内の性労働者の間の社会的地位、労働条件および当事者「性労働者」としての生活などを比較。各5人(計20人)に対する対面調査票調査と、各2人(計8人)に対する個人史の聞き取りを行った。当初の目標(80人と20人)よりも大幅減の人数に留まった理由は、性産業で働く外国人の摘発が厳格化していることを怖れ、面会できた対象者約8割に協力を拒否されたことだった。少数の調査結果ではあるが、おもには次の傾向が見いだされた。西欧・北米の性労働者は個々人で入国、就業、帰国をするため、自由度が高い半面業界内の助け合いも限られており、出入国管理の緩さと裏腹に実生活上の脆弱性が高い可能性が伺われた。もっとも対照的なのは中国出身者の場合で、出入国管理上厳しく標的化されている半面、合法滞在資格の獲得をふくめて、犯罪化、逮捕・送還、顧客の暴力などの危機を回避するノウハウを、同郷集団中心に蓄積する傾向があった。第二の対象集団である、性取引利用者と経営者については前者3人後者5人から、とくに中国と韓国から性産業へ人が参入する仕組みがビジネスとして成り立っていることと、いわゆる「白人」のサーヴィスを求める客が「他とは違う」優越感を自己分析していることであった。この集団では男性労働者も男女両方の客から人気があると言われていた。他、人身取引の被害者救済運動を担う人6人の聞き取りを行った。各国の「売買春」関連政策の比較については、とくにドイツの「売貿春を合法化し他職業をあっせんもする」政策と、スウェーテンの「売春は不問・買春に刑罰で需要を抑制する」政策の約10年の軌跡の比較ができた。韓国、中国、タイ関する調査は、時間と予算双方の限界から終了することができなかった。今後の課題としたい。
