Issues on the Japan's Accounting Laws for Competitive Procuring

1. 摘要：本文对最近引进的以公开竞争性投标代替选择性竞争性投标的措施进行了审查，具体包括：(a)资格和参与标准，(b)异常低价投标的检查方法，(c)全面评标方法等，并对监督合同过程和防止串通投标或贿赂等腐败行为的方法提出了若干指示。实际贡献(1)2010年：千叶市（“投标制度委员会报告”）(2)2011年：奈良市（“关于改革采购制度的市长建议”）等。在学术和商业杂志上发表了几篇文章和笔记，其中题为“日本公共采购制度的现代问题”的文章将于2011年发表。
