In this research, I clarified the correlation of "bullying" and "truancy" in the school education in Japan and proposed the following four policies from the viewpoint of the school articulation and the transitional education.(1) To clarify the intermediate character and function of high school education.(2) To be required to divide as well as to connect school education.(3) To shift the relationship from a point into a line or a field.(4) To realize the child right to development and learning.

在本研究中，笔者厘清了日本学校教育中“欺凌”与“逃学”的相关性，并从学校衔接和过渡教育的角度提出了以下四点政策：(1)明确高中教育的中间性质和功能。(2)要求学校教育既要区分又要衔接。(3)将关系从点变为线或场。(4)实现儿童的发展权和发展权。 学习。
