项目摘要

今年度は、昨年度に行った現地調査で得たデータ分析をもとに、住民参加型の学校運営に関する研究を行い、その成果を学会で発表した。住民参加型の学校運営に関する考察は、第38回日本比較教育学会で口頭発表し一定の評価と、研究内容に対するフィードバックを得ることが出来た。これまでの先行研究では、ウガンダの学校運営委員会に焦点を当て、その活動の背景や人々の認識など、現象のプロセスに着目し考察したものは少ない。そこで本研究では、ウガンダの小学校における学校運営委員会の活動に伴う関係者の認識を明らかにし、さらに学校運営委員会にかかる阻害要因が、どのように、またなぜ起こるのかについて分析することとした。具体的な分析内容は次の通りである。学校運営委員会の活動に関する評議員の認識から、活動の阻害要因として学校関係者と地域住民の関係が弱いことや貧困などの経済的要因などが指摘された。このような要因は、評議員間の摩擦・衝突や、評議員のモチベーションの低下、不明瞭な役割の認識等の問題を引き起こしていた。学校長、教員の中には、学校運営への住民参加を快く受け止めておらず、むしろ効率的な運営を阻害するとして、地域住民が議論へ参加することを嫌がる人物もいた。また、このような問題を引き起こす背景には、一部の地域住民が非識字であることや、学校への無関心、運営委員会の活動が基本的には無償ボランティアであることなどが挙げられる。また、先行研究において指摘された、初等教育無償化政策が消極的な参加の要因になっているという点においては、本研究ではそのような指摘はわずかであり、政策内容の普及が地方の学校レベルまで進んだことにより、2011年の時点では大きな影響を与えていないのではないかと考えている。
